The FLSP Program offers no-cost access to technical assistance (TA) to support participant success in the pilot. USDA has established cooperative agreements focusing on three key TA areas, or scopes:
- H2-A Program education and guidance to help ensure participants operate in compliance with regulations.
- Know-Your-Rights-and-Resources training sessions for all workers to ensure they understand their legal rights as workers in the United States.
- Research & Evaluation to understand the impact of farm labor practices on workers and employers.
The organizations listed below serve as a USDA cooperative partner under this pilot program. Our cooperative partners (including any subaward partners) will never ask a grantee to provide them Power of Attorney or Signature Authority on USDA forms and program applications. They will never make decisions or collect program payments on behalf of the grantee. FLSP grantees may reach out to Seso for technical assistance on their H2-A needs and may receive communications from Alianza and UVA regarding the grant program’s research requirements.

H2-A Program Technical Assistance
Technical Assistance to help employers navigating the H2-A Program is provided by Seso. This assistance is intended to educate prospective applicants and provide guidance and support services as grant recipients file H-2A applications, recruit workers from Northern Central America, and operate their programs in compliance with H-2A program regulations. Federal Financial Assistance Training - highly recommended for those unfamiliar with Federal financial assistance. Free and available to the public.
Know Your Rights & Resources (KYRR) Training – The Know Your Rights and Resources (KYRR) component of the FLSP anchors the pilot’s goal of improving working conditions on farms by ensuring all farmworkers have access to accurate information and credible resource connections within their worksite communities.
KYRR aims to:
- Ensure all workers under the FLSP program fully understand and can employ their rights.
- Build a conduit of trusted farmworker resources.
- Strengthen trust between worker-serving organizations and employers, thus supporting the long-term resiliency of US farm labor.

FLSP Research | Understanding the Impact of Farm Labor Practices – The evaluation component of the FLSP supports the pilot’s three goals by conducting research that addresses data and knowledge gaps about the experience of workers and employers, and sheds light on the effects of the FLSP, including how different workplace environments, labor management and recruitment practices impact worker retention, job satisfaction, productivity, market opportunities and farm viability.
