- April 18, 1991: Federal Register Soybean Promotion, Research, and Consumer Information Procedures for Nominations of Soybean Producers for Appointment to the Initial United Soybean Board – to establish the procedures and criteria for nominating soybean producers to the initial United Soybean Board. [56 FR 15809]. Effective April 18, 1991.
- July 9, 1991: Federal Register Soybean Promotion and Research Order (pdf) – to establish a national, industry-funded and operated soybean promotion and research program. [58 FR 31043]. Effective July 9, 1991, except that § 1220.223 will be effective September 1, 1991.
- August 30, 1991: Federal Register Soybean Promotion, Research Rules and Regulations – to implement the Soybean Promotion and Research Order and includes provisions 1) detailing the collection and remittance process, 2) establishing a form of certification for exempt transactions, 3) identifying the Qualified State Soybean Boards, 4) provide refund procedures, and 5) establish procedures for remitting assessments due on forfeited soybeans pledged as collateral for Commodity Credit Corporation loans. - July 14, 1992: Federal Register Soybean Promotion and Research Order – to modify the assessment collection procedures concerning soybeans pledged as collateral for loans issued by the Commodity Credit Corporation. [57 FR 31094]. Effective July 14, 1992.
- June 10, 1993: Federal Register Rules of Practice Governing Proceedings on Petitions To Modify or To Be Exempted From the Soybean Promotion and Research Order – to provide rules of practice governing proceedings on petitions to modify or to be exempted from the Soybean Promotion and Research Order. [58 FR 32436]. Effective June 10, 1993.
- July 30, 1993: Federal Register Soybean Promotion and Research Rules and Regulations – to modify the remittance date for assessments from first purchasers, thus providing a uniform remittance date for assessments, and to remove the requirement for certification of nonproducer status for certain transactions, thereby reducing the paperwork burden imposed on first purchasers who collect the assessments. [58 FR 40730]. Effective July 30, 1993.
- September 14, 1993: Federal Register Rules of Practice Governing Proceedings on Petitions to Modify or To be Exempted From the Soybean Promotion and Research Order – to adopt rules, without change, of practice governing proceeding on petitions to modify or to be exempted from the Order. [58 FR 47983]. Effective October 14, 1993.
- November 17, 1993: Federal Register Soybean Promotion and Research Program Procedures for Conduct of Referenda – to establish procedures for conducting a required continuance referendum and any future referenda. [58 FR 60543]. Effective November 17, 1993.
- December 9, 1993: Federal Register Soybean Promotion and Research Rules and Regulations – to adopt without change the amending rules and regulations by 1) modifying the remittance data for assessments, and 2) remove the requirement for certification of nonproducer status for certain transactions. [58 FR 64670]. Effective January 10, 1994.
- March 22, 1995: Federal Register Soybean Promotion and Research Program Procedures for the Conduct of a Producer Poll – a poll must be conducted among eligible soybean producers to determine whether they support the conduct of a refund referendum on the continuance of the payment of refunds under the Soybean Promotion and Research Order pursuant to the Soybean Promotion, Research, and Consumer Information Act. This Final Rule established procedures for conducting a soybean producer poll. [60 FR 15027]. Effective March 22, 1995.
- November 28, 1995: Federal Register Technical Amendments to the Soybean Promotion and Research Order and Rules and Regulations – to eliminate regulatory sections that are duplicative or obsolete. These actions were taken to avoid current and future conflict and correct an administrative error. The revisions eliminate certain sections dealing with membership on the Board, obtaining refunds, and other miscellaneous provisions. [60 FR 58499]. Effective December 28, 1995.
- September 27, 1996: Federal Register Technical Amendments to the Soybean Promotion and Research Order and Rules and Regulations – to amend sections in the Order as a part of the President’s Regulatory Review Initiative of March 4, 1985 to eliminate unnecessary regulations and improves those that remain in force. [61 FR 50693]. Effective September 27, 1996.
- December 16, 2003: Federal Register Amendment to the Soybean Promotion and Research Rules and Regulations – to amend the regulations by requiring first purchasers of soybeans and producers marketing processed soybeans or soybean products of a producer’s own production in the States or regions of Delaware, Louisiana, South Carolina, Texas, Eastern Region, and the Western Region, to remit and report assessments on a quarterly basis rather than a monthly basis. [68 FR 69953]. Effective April 1, 2004.
- January 14, 2005: Federal Register Exempting Organic Producers From Assessments by Research and Promotion Programs – to amends all 17 commodity research and promotion orders and/or rules and regulations to exempt any person receiving and handling solely 100 percent organic products from paying assessments to any research and promotion program administered by the Agricultural Marketing Service (AMS). To obtain an exemption, the person must operate under an approved organic system plan authorized by the National Organic Program (NOP) and produce and market only products that are eligible for a 100 percent organic label under the NOP. [70 FR 2744]. Effective February 14, 2005.
- January 23, 2007: Federal Register Soybean Promotion and Research Qualified State Soybean Boards Correction – AMS identified an omission in the November 28, 1995 Federal Register [60 FR 58499] publication regarding technical amendments to the Soybean Promotion, Research, and Consumer Information Order. Specifically, section 1220.228(a)(1)(v)(A) pertaining to producer refunds, was mistakenly removed. This document corrected the Order by adding the language that previously appeared in section 1220.228(a)(1)(v)(A). [72 FR 2769]. Effective January 23, 2007.
- May 13, 2019: Federal Register Soybean Promotion, Research, and Consumer Information Amendments to Allow Redirection of State Assessments to the National Program – to amend the Soybean Promotion, Research, and Consumer Information Order (Soybean Order) and the Beef Promotion and Research Order (Beef Order) to add provisions allowing producers subject to these Orders to request, under certain circumstances, that their assessments paid to a State board or council authorized under their respective statutes, be redirected to the national program. [84 FR 20765]. Effective June 12, 2019.

- June 7, 1995: Federal Register Soybean Promotion and Research Amend the Order to Adjust Representation on the United Soybean Board and Adjust Number of Board Meetings Required – to adjust the number of members for certain States on the Board to reflect changes in production levels which have occurred since the Board was last appointed in 1991, and to decrease the number of required Board meetings from four per year to three per year. [60 FR 29960]. Effective June 7, 1995.
- July 14, 1997: Federal Register Soybean Promotion and Research Amend the Order to Adjust Representation on the United Soybean Board – to adjust the number of members for certain States on the Board to reflect changes in production levels that have occurred since the Board was reapportioned in 1994. This change resulted in an increase in Board membership from 59 to 62, effective with the Secretary’s 1998 appointments. [62 FR 37488]. Effective August 13, 1997.
- October 25, 2000: Federal Register Soybean Promotion and Research Amend the Order To Adjust Representation on the United Soybean Board – to adjust the number of members for certain States on the Board to reflect changes in production levels that have occurred since the Board was reapportioned in 1997. The results of this adjustment were an additional member for Kansas and one less member for Maryland, thus the total Board membership remained at 62, effective with the Secretary’s 1998 appointments. [65 FR 63767]. Effective November 24, 2000.
- October 3, 2003: Federal Register Soybean Promotion and Research Amend the Order to Adjust Representation on the United Soybean Board – to adjust the number of members for certain States on the Board to reflect changes in production levels that have occurred since the Board was reapportioned in 2000. This change resulted in an increase in Board membership from 62 to 64, effective with the Secretary’s 2004 appointments. [68 FR 57326]. Effective November 3, 2003.
- December 1, 2006: Federal Register Soybean Promotion and Research Amend the Order to Adjust Representation on the United Soybean Board – to adjust the number of members for certain States on the United Soybean Board to reflect changes in production levels that have occurred since the Board was reapportioned in 2003. These adjustments resulted in an increase in board membership from 64 to 68 and became effective with the Secretary’s 2007 appointments. [71 FR 69429]. Effective January 2, 2007.
- December 1, 2009: Federal Register Soybean Promotion and Research Amend the Order to Adjust Representation on the United Soybean Board – to adjust the number of members on the United Soybean Board (Board) to reflect changes in production levels that have occurred since the Board was reapportioned in 2006. This change results in an increase in Board membership for Ohio, increasing the total number of Board members from 68 to 69. The change will be effective for the 2010 nomination and appointment process. [74 FR 62675]. Effective December 31, 2009.
- January 2, 2013: Federal Register Soybean Promotion and Research Amend the Order To Adjust Representation on the United Soybean Board – to adjust the number of members on the United Soybean Board (Board) to reflect changes in production levels that have occurred since the Board was reapportioned in 2009. This change results in an increase in Board membership for Mississippi, increasing the total number of Board members from 69 to 70. The change will be effective for the 2013 nomination and appointment process. [78 FR 10]. Effective January 3, 2012.
- October 22, 2015: Federal Register Soybean Promotion and Research Amend the Order To Adjust Representation on the United Soybean Board – to adjust the number of members on the United Soybean Board (Board) to reflect changes in production levels that have occurred since the Board was last reapportioned in 2012. This change will result in an increase in Board membership for three States, resulting in an increase in the total number of Board members from 70 to 73. These changes will be reflected in the Soybean Promotion and Research Order (Order) and will be effective for the 2016 appointment process. [80 FR 63909]. Effective October 23, 2015.
- October 23, 2018: Federal Register Soybean Promotion and Research Amend the Order To Adjust Representation on the United Soybean Board – to adjust the number of members on the United Soybean Board (Board) to reflect changes in production levels that have occurred since the Board was last reapportioned in 2015. This change will result in an increase in Board membership for five States, increasing the total number of Board members from 73 to 78. These changes will be reflected in the Soybean Promotion and Research Order (Order) and would be effective for the 2019 appointment process. [83 FR 53365]. Effective November 23, 2018.

- January 3, 2000: Federal Register Soybean Promotion and Research The Procedures To Request a Referendum Correction – to redesignate the section numbers in a final rule published in the Federal Register on August 20, 1999. [65 FR 1]. Effective January 3, 2000.
- January 19, 2000: Federal Register Soybean Promotion and Research the Procedures To Request a Referendum Correction – to correct the effective date of the correction published in the Federal Register on January 2, 2000. This publication changed the effective date from January 2, 2000 to December 30, 1999, to permit the corrected subpart F, Procedures to Request a Referendum, to be published in the 2000 issue of the Code of Federal Regulations. - March 3, 2009: Federal Register Soybean Promotion, Research, and Information Program Amend Procedures To Request a Referendum – to amend the procedures to request a referendum by updating the number of soybean producers in the U.S. Also, this rule amended the regulations pursuant to administrative changes to Web site addresses and AMS office locations.
