- April 22, 2011 Softwood Lumber Research, Promotion, Consumer Education and Industry Information Order; Referendum Procedures – Establishes procedures used by the USDA when conducting an initial referendum to determine whether the issuance of the proposed Softwood Lumber Research, Promotion, Consumer Education and Industry Information Order as published rule, is favored by the Softwood Lumber Industry. - August 02, 2011 Softwood Lumber Research, Promotion, Consumer Education and Industry Information Order – Establishes the Softwood Lumber Research, Promotion, Consumer Education, and Industry Information Order under the Commodity Promotion, Research, and Information Act of 1996. The Order was approved by a majority of eligible manufacturers and importers of softwood lumber who represented the majority of the Softwood Lumber industry during the representative period. - December 23, 2013 Softwood Lumber Research, Promotion, Consumer Education and Industry Information Order; Changes to the Membership of the Softwood Lumber Board – Revises the composition of the Board by categorizing seats based on the industry defined term for a large or small company. This change was required to account for larger companies who have operations across multiple regions, this rule allows multiregional operation and representation. The Board may nominate eligible nominees to fill vacant positions rather than holding elections during the calendar year. [78 FR 77334]. Effective: December 24, 2013
- October 29, 2014 Softwood Lumber Research, Promotion, Consumer Education, and Industry Information Order; Late Payment and Interest Charges on Past Due Assessments – Establishes procedures for past due assessments to allow the Board to collect late payments and interest charges. A manufacturer or importer must submit payment within 60 days of the due date or be subject to additional fees. [79 FR 64299]. Effective: January 01, 2015
- December 31, 2015 Exemption of Organic Products From Assessment Under a Commodity Promotion Law - Exempts people that produce, handle, process, market, manufacture, or import organic certified products from paying assessments. [80 FR 82029]. February 29, 2016
- August 30, 2016 Softwood Lumber Research, Promotion, Consumer Education and Industry Information Order; Revision of Time Frame for Continuance Referenda - This Interim Rule requests comments on revising the Order to hold referendum every seven years rather than every five years. - September 25, 2019 Softwood Lumber Research, Promotion, Consumer Education and Industry Information Order; Change in Membership, Nominations, Procedures, and Continuance Referenda Period – Decreases Board size from 19 to 14 members and revises quorum and voting procedures. - July 27, 2020 Softwood Lumber Research, Promotion, Consumer Education and Industry Information Order; Change to the Board Membership Eligibility Requirements- Revises the Order to allow manufacturers to represent any region their company has operations. - February 25, 2021 Softwood Lumber Research, Promotion, Consumer and Industry Information Order; Assessment Rate –Increases the rate of assessment from $0.35 to $0.41 per thousand board feet (mbf) of lumber imported or manufactured domestically. A conversion chart is added to the Order for factoring square meters to board feet. [86 FR 11390]. Effective: April 01, 2021
