Popcorn 62 FR 39389: Promotion, Research, and Consumer Information Order: 07/22/97 

  • July 22, 1997  Popcorn Promotion, Research, and Consumer Information Order – Establishes the Popcorn Promotion, Research, and Consumer Information Order after a referendum was approved by a majority of those voting. The Order sets the Rules and Regulations and requires assessments to be paid per hundredweight of popcorn.  [62 FR 39389]. Effective: September 01, 1997 
  • January 14, 2005 Exempting Organic Producers From Assessment by Research and Promotion Programs- In accordance with the 2002 Farm bill, this final ruling exempts certain agricultural commodity programs from paying assessments. The National Organic Program authorizes individuals that produce authorized organic products to be exempt from having to pay assessments. Certification requires the producer to retail only 100 percent organic products. [70 FR 2757]. Effective: February 14, 2005 
  • November 03, 2010 Popcorn Promotion, Research, and Consumer Information Order; Reapportionment  -  Reduces the number of Board members based on the declining number of popcorn producers. The nomination process is further revised to require two nominees per open position.  [75 FR 67619]. Effective: November 04, 2010  
  • December 31, 2015 Exemption of Organic Products From Assessment Under a Commodity Promotion Law - This rule applies to all 22 research and promotion programs. People that produce, handle, process, market, manufacture, or import organic certified products are exempt from paying assessments. To be considered Organic, the product must be labeled “Organic” or “100% Organic”, along with proper certification from the National Organic Program. Commodities that are not accepted as Organic must fulfill the Assessments to their proper boards. There are opportunities to apply for Organic exemption via the Board.  [80 FR 82028].
