- September 16, 2013 Paper and Paper-Based Packaging Promotion, Research and Information Order; Referendum Procedures – Establishes procedures used by the USDA when conducting an initial referendum to determine whether the issuance of the proposed Paper and Paper-Based Packing Promotion, Research, and Information Order, as published rule, is favored by the Paper Industry. These procedures are also to be used for subsequent referendum under the Order. The Order was published in a separate document. [78 FR 56820]. Effective: September 17, 2013
- January 22, 2014 Paper and Paper-Based Packaging Promotion, Research and Information Order – Establishes the Paper and Paper-Based Packaging Promotion, Research, and Information Order under the Commodity, Promotion, and Research Information Act of 1996. The Order was approved by a majority of eligible producers and importers of paper products who also represented the majority of the paper industry during the representative period. [79 FR 3706]. - December 24, 2015 Paper and Paper-Based Packaging Promotion, Research and Information Order; Late Payment and Interest Charges on Past Due Assessments – Establishes procedures for past due assessments to allow the Board to collect late payments and interest charges. A manufacturer or importer must submit payment within 60 days of the due date or be subject to additional fees. [80 FR 80209]. Effective: January 25, 2016
- December 31, 2015 Exemption of Organic Products From Assessment Under a Commodity Promotion Law – Exempts people that produce, handle, process, market, manufacture, or import organic certified products from paying assessments. [80 FR 82032]. Effective: February 29, 2016
- July 02, 2019 Paper and Paper-Based Packaging Promotion, Research and Information Order; Change in Membership and Nominations – Reapportions membership to decrease Board size from twelve to eight members. The rule also extends nomination outreach as a result of the decrease in participating companies. Outreach calls for open seats to be evaluated by all eligible industry participants to include a recommendation of two names per seat. [84 FR 31462] Effective: August 01, 2019
- March 09, 2023 Harmonized Tariff Schedule Numbers for the Paper and Paper-Based Packaging Products – Updates the Harmonized Tariff Schedule Numbers with the U.S International Trade Commission. The rule also adds language stating assessment collection shall continue even if HTS numbers change. [88 FR 14485]. Effective: March 10, 2023
