- February 15, 2000 Blueberry Promotion, Research, and Information Order; Referendum Procedures- Establish procedures which the USDA used in conducting an initial and subsequent referendum to determine whether the issuance of the proposed Blueberry Promotion, Research, and Information Order, published as a proposed rule on July 22, 1999, is favored by the blueberry industry. - July 17, 2000 Blueberry Promotion, Research, and Information Order- Establishes the Blueberry Promotion, Research, and Information Order under the Commodity Promotion, Research, and Information Act of 1996. The Order was approved by a majority of eligible producers and importers of cultivated blueberries who also represented a majority of the pounds produced or imported. [65 FR 43963]. - August 07, 2006 Blueberry Promotion, Research, and Information Order; Amendment No. 2 to Change the Name of the U.S.A. Cultivated Blueberry Council and Increase Membership- Changes the official title of the program from “U.S.A. Cultivated Blueberry Council” to the “U.S Highbush Blueberry Council”. Also added a new member and alternate Council position to represent the state of Washington, the sixth largest highbush blueberry-producing state. [71 FR 44554]. Effective: September 6, 2006

- June 03, 2010 Blueberry Promotion, Research, and Information Order; Increase Membership –Adds two importer members and their alternatives to the Council to reflect changes in the quantity of highbush blueberry imports for the years 2006, 2007, and 2008. The total Council membership increased from 14 to 16 members and their alternates. This rule also increases the quorum minimum from seven to nine members. [75 FR 31282] Effective: June 04, 2010
- September 30, 2013 Blueberry Promotion, Research and Information Order; Assessment Rate Increase- Changed the rate of assessment from $12 per ton to $18 per ton, an increase of $0.003 per pound. [78 FR 59779]. Effective: January 1, 2014
- September 03, 2015 Blueberry Promotion, Research and Information Order; Expanding the Membership of the U.S. Highbush Blueberry Council and Other Changes- Adds one importer, one exporter, and two producers, increasing membership from 16 to 20. This rule also requires two nominees for each vacancy be forwarded to the Secretary for appointment, expands the eligibility requirements of participating public members, and prescribes late payment and interest charges for past due assessments. - December 31, 2015 Exemption of Organic Products From Assessment Under a Commodity Promotion Law – Exempts people that produce, handle, process, market, manufacture, or import organic certified products from paying assessments. [80 FR 82030]. Effective: February 29, 2016
- December 23, 2021 Blueberry Promotion, Research and Information Order; Change in Membership, Nomination Procedure and Term of Office- Replaces the first handler and alternate seats with two exporters and alternate positions.
