Managing Your FLSP Grant:
FLSP has three payments in the life cycle of the grant. The first payment is 50% of the full award, the second payment is 25% of the full award, and the final payment is 25% of the full award. Each payment is processed after grantees complete required milestones and submit the required documentation and a payment request to USDA.
FSLP Terms and Conditions
The terms and conditions document below contains all the requirements of the program in detail that you must comply with as part of your participation to be eligible to receive funds. You must follow the requirements provided in the FLSP Notice of Funding Opportunity. Additionally, you must follow through on the commitments you made as part of your application to this program.
Payment Milestones:
Once you have completed the requirements for each round of payments, according to the terms and conditions in your award agreement, you must complete and submit the following documentation:

*Downloading and submitting the FLSP (Interim and Final) Progress Report
You must keep the Progress Report in its original dynamic PDF format – do not flatten, save to print, or scan the document.
- Downloading the Form – The PDF form can be downloaded and saved to your local computer or network and then accessed through Adobe Reader. It will not open directly in the browser. You must download the form first and then open it via Adobe.
- NOTE: You may need to visit the Adobe Software Compatibility to download the appropriate version of the software. There is no cost for Adobe Reader Software.
- Submitting the Form – When submitting the form, please submit the actual dynamic form. Do not submit a flattened or scanned version of the dynamic form.
- Using a Dynamic PDF Form – A dynamic reporting PDF form can be filled out using dynamic functions that include: expanding space for text responses, ability to bold and underline text by right clicking and selecting font option, ability to add and remove rows using the “+” and “-“ buttons, and auto-calculations based on users inputs in form fields.
