The Taiwan Food and Drug Administration (TFDA) has agreed to accept dairy export certificates issued by the USDA Agricultural Marketing Service (AMS). Dairy products exported to Taiwan classified under seven specific HS codes and their subheadings shall be accompanied with the official certificates. The HS codes are as follows:
Milk and cream, not concentrated nor containing added sugar or other sweetening matter
Milk and cream, concentrated or containing added sugar or other sweetening matter
Buttermilk, curdled milk and cream, yogurt, kefir and other fermented or acidified milk and cream, whether or not concentrated or containing added sugar or other sweetening matter or flavored or containing added fruit, nuts or cocoa
Whey, whether or not concentrated or containing added sugar or other sweetening matter; products consisting of natural milk constituents, whether or not containing added sugar or other sweetening matter, not elsewhere specified or included
Butter and other fats and oils derived from milk; dairy spreads
Cheese and curd
Liquid milk (incl. Curd) of Division Nos. 04011010, 04011020, 04012010, 04012020, 04014010, 04014020, 04015010, 04015020, 04029910, 04029920, 04029992, 04039029, 04039040, 04039059, and 04039090;

In addition, exporters of dairy commodities for human consumption classified under certain Product Codes/Names require an export certificate from the Animal and Plant Health Inspection Service (APHIS). Please see the APHIS instructions (pdf) for the list of product codes and guidance.
