The objective of this Phase 3 report was to provide the regulatory impact assessment and regulatory flexibility analysis based on the earlier phases of the project.  The objective of this Phase 3 report was to provide a description of the benefits of the regulation, the costs of complying with the regulatory options, and the estimated economic impacts of the regulatory options.
