Washington, D.C., August 25, 2026 – On June 25, 2026, the U.S. Department of Agriculture (USDA) issued a Decision and Order Without Hearing by Reason of Default against Thomas Lee Tracy dba Twisted T. Livestock LLC (Tracy) of Frankfort, Ky., for violations of the Packers and Stockyards (P&S) Act.
A USDA investigation revealed Tracy failed to pay timely for 143 head of livestock, valued at $35,854 in November and December 2021. In addition, Tracy failed to pay for livestock and issued nonsufficient funds checks for his livestock purchases, still owing approximately $7,399.
Under the Default Decision and Order, Tracy was ordered to cease and desist from failing to pay, when due, the full purchase price of livestock, failing to pay the full purchase price of livestock, and issuing non-sufficient funds checks. Tracy’s registration is also suspended for a period of five years, or until all unpaid livestock sellers have been paid in full.
The Secretary of Agriculture has authority to take action against violators, including issuing cease and desist orders, suspending registrations, and imposing other remedies authorized by the P&S Act.
