AMS Transitioning to Electronic Payments - Effective August 1, 2026
On March 25, 2025, President Donald J. Trump issued Executive Order 14247, Modernizing Payments to and From America’s Bank Account. This Executive Order directs federal agencies to transition fully to electronic payments and collections to improve operational efficiency and modernize federal financial transactions.
In accordance with this directive, AMS will transition to electronic payment methods beginning August 1, 2026. AMS appreciates your cooperation as we implement federally mandated improvements to modernize payment processes and enhance service efficiency.
Electronic Payment Options
AMS accepts electronic payments for most services through Pay.gov. All payments are processed securely by the U.S. Department of the Treasury. Customers can use the following electronic or web-based methods for payment.
- Pay.gov - ACH/Credit Card/Debit Card
- Bank ACH
- Wire Transfer
PAY.gov
Pay.gov is a secure web-based payment portal. Payment can be made with bank account information or a credit/debit card.
Use the following forms:
- Specialty Crops Program (SCP) specific Pay.gov form
- Livestock & Poultry Services (LP) specific Pay.gov form
- Federal Grain Inspection Service (FGIS) specific Pay.gov form
- Plant Variety Protection Office (PVPO) specific Pay.gov form
- General AMS specific Pay.gov form - This general form can be used by Dairy; Cotton; Tobacco; Commodity Warehousing; and all other AMS customers.
Bank ACH
Bank ACH (Automated Clearing House) are processed through Remittance Express by the Federal Reserve Bank of Richmond. You will need the following information to remit a payment via Bank ACH, if not using pay.gov ACH option:
- ABA: 051036706
- Name on Account: USDA-MRP-AMS
- Account Number: 540020
- AMS Account Number: Make sure to add your 7-digit AMS account number (or reference number) somewhere within your payment details.

WIRE Transfer
Wire Transfers are processed through the Federal Reserve Bank of New York. You will need the following information to remit a payment via Wire Transfer:
- ABA: 021030004
- Name on Account: USDA, AMS
- Account Number: 12250001
- AMS Account Number: Make sure to add your 7-digit AMS account number (or reference number) somewhere within your payment details.
Swift Code – DO NOT USE the bank SWIFT CODE for any Wire Transfers. This may cause your payment to be rejected.
