DDR Export Registration Instructions

The United States Grains Standards Act (USGSA), 7 U.S.C. 87f-1 requires the registration of all persons engaged in the business of buying grain for sale in foreign commerce.

If your company has never submitted an Application for Registration in DDR, follow the below instructions:

  1. To gain access to DDR, Level 2 Access is required for the contact person responsible for submitting registration.
    1. Visit E-Auth website
    2. Select Create A Level 2 Customer Account.
    3. Complete the Level 2 Access Account Registration Application.
  2. Once you have Level 2 Access, request a Customer Number through “Customer Information Management (CIM)”.
    1. Select Request a Customer Number.
    2. Enter your Username and Password.
    3. Complete the information requested on the resulting screen (mandatory fields are underlined in red).
    4. Select Submit.
    5. A confirmation screen will appear. Notice the Customer Number field has been filled in. This is your Customer Number that identifies your company in DDR.
  3. Once you have a Customer Number, request access to DDR.
    1. Select Delegations/Designations and Export Registrations.
    2. Complete the information on the resulting screen (mandatory fields are underlined in red).
    3. Select “Send Email”.
    4. A confirmation screen will appear, and a DDR application administrator will review and grant you access to DDR.
  4. Once you have access to DDR, you can now submit an Application for Registration through DDR.
    1. Visit FGIS Online
    2. Enter your Username and Password.
    3. Select “My Information”.
    4. Under Customer, you will see your Customer name and number.
    5. On the Right hand side under “I Want To”, submit a new application for: Select “Export Registration”.
    6. Complete the Application Screen by Screen (Green circles at the top of the application means the section is complete and, red circles at the top of the application means the section is incomplete).
    7. Once you complete all required information, the last screen will provide a summary of information you entered and, the amount owed for filing the application.
    8. Do not forget to check the Certification Box.
    9. Select the “Submit” button.

If you previously used DDR to submit an Application for Registration, follow the below instructions:

  1. Visit FGIS Online
  2. Log in with your username and password.
  3. Select Delegation, Designation, and Export Registration.
  4. Click My Information.
  5. Under “My FGIS Information”, you should see your company’s name under Customer.
  6. Under USDA Approved, under Action click COPY.
  7. Update the application (Green circles at the top of the application means the section is complete and, red circles at the top of the application means the section is incomplete).
  8. Do not forget to check the Certification Box.
  9. Select the “Submit” button.

To pay the fee online using Pay.gov, follow the below Instructions:

Pay.gov is a secured web-based application that allows online payments to Federal Government Agencies.

Pay.gov accepts the following payment methods:

  • Bank Account Automated Clearing House (ACH), and ACH payments are processed through the Federal Reserve Bank of Cleveland.
  • Debit and credit card (American Express, Discover, Diners Club, Master Card, and Visa)
  • PayPal Account
  • Amazon Account

To submit your payment, visit https://pay.gov/public/form/start/448350510

  1. Select Preview Form or Continue Form button.
  2. Complete the following information and submit the form.
    1. Cash on Delivery
    2. Company Name, Address, City, State Zip Code, Email, Point of contact information
    3. Customer account number or case I.D.: (THIS INFORMATION MUST BE USED AS WRITTEN) 19XX4050R1G2GRDC4000ZZZZZZZ, RSC0203
    4. Payment Amount Line 1: $135.00 or $270.00
    5. Click Continue
