Washington, D.C., August 27, 2026 – On July 23, 2026, the U.S. Department of Agriculture (USDA) signed a Consent Decision and Order with Cabritos Garza Corporation, and Gerardo Garza of Humble, Tex, settling an administrative complaint USDA filed on May 12, 2026, for an alleged violation of the Packers and Stockyards (P&S) Act.
A USDA investigation revealed between January 2025 and February 2025, Cabritos Garza Corporation and Gerardo Garza failed to pay timely for 1,097 head of livestock purchased from multiple sellers in the amount $421,839. Payments were issued between 5 to 44 days late, in violation of the P&S Act.
Under the Consent Decision and Order, Cabritos Garza Corporation, and Gerardo Garza were ordered to cease and desist, from failing to pay, when due, the full purchase price of livestock. They also agreed to pay a $12,000 civil penalty.
The Secretary of Agriculture has authority to take action against violators, including issuing cease and desist orders, suspending registrations, and imposing other remedies authorized by the P&S Act.
