Washington, D.C., July 24, 2026 – On June 9, 2026, the U.S. Department of Agriculture (USDA) filed a complaint against Akram Halal Meat LLC and Mahmoud Elkholy of Woodbridge, Va., for alleged violations of the Packers and Stockyards (P&S) Act.
A USDA investigation revealed between Aug. 28, 2023, and Sept. 18, 2023, Akram Halal Meat and Elkholy purchased approximately 519 head of livestock from one seller in the amount of $89,543 and failed to pay the full purchase price, in violation of the P&S Act. The P&S Act requires regulated entities to issue full payment for livestock by the close of the first business day following the purchase and transfer of possession. As of the date of the complaint, the full amount was unpaid.
In addition, between April 1, 2024, and May 27, 2024, Akram Halal Meat and Elkholy failed to pay timely for 1,507 head of livestock purchased from a seller in the amount of $350,355. Payments were issued between 8 and 21 days late, in violation of the P&S Act.
The Secretary of Agriculture has authority to take action against violators, including issuing cease and desist orders, suspending registrations, and imposing other remedies authorized by the P&S Act.
