USDA Settles Packers and Stockyards Case with Brandon Jones and Cassandra Chapman dba Jones Livestock

Washington, D.C.,  May 18, 2026 – On March 13, 2026, the U.S. Department of Agriculture (USDA) signed a Consent Decision and Order with Brandon Jones and Cassandra Chapman dba Jones Livestock of Wauseon, Ohio, settling an administrative complaint USDA filed on March 6, 2025, for alleged violations of the Packers and Stockyards (P&S) Act.

A USDA investigation revealed Jones Livestock failed to pay timely for 496 head of livestock for a total amount of $336,388 in November and December 2022, failed to keep adequate records, and issued nonsufficient funds checks for livestock purchases, as required by the P&S Act. Payments were subsequently paid in full.  

Under the Consent Decision and Order, Jones Livestock was ordered to cease and desist from failing to pay, when due, the full purchase price of livestock, failing to keep and maintain adequate records, and issuing checks without sufficient funds in its bank account.

The Secretary of Agriculture has authority to take action against violators, including issuing cease and desist orders, suspending registrations, and imposing other remedies authorized by the P&S Act.
