USDA Issues a Default Decision against Ganaderos Unidos Mexicanos LLC for Violating the Packers and Stockyards Act

WASHINGTON, May 06, 2025The U.S. Department of Agriculture (USDA) issued a Decision and Order Without Hearing by Reason of Default against Ganaderos Unidos Mexicanos LLC and Fernando Ramirez of El Paso, Texas, on March 31, 2025, for alleged violations of the Packers and Stockyards (P&S) Act.

A USDA Agricultural Marketing Service investigation revealed that between Nov. 3, 2021, and April 6, 2022, Ganaderos and Ramirez engaged in the business of a livestock dealer, buying $1,348,223 of livestock in 25 separate transactions without maintaining an adequate bond or bond equivalent.

Under the Default Decision and Order, Ganaderos and Ramirez were ordered to cease and desist from operating as a livestock dealer without being adequately bonded. Ganaderos and Ramirez were suspended as registrants for 180 calendar days, beginning on March 31, 2025, and required to obtain a bond.

 

The Secretary of Agriculture has authority under the P&S Act to act against violators, including issuing orders to cease and desist, suspending registrations, and applying other appropriate remedies as authorized by the Act.
