AMS Announces 2023 Grain Fees under the United States Grain Standards Act

The U.S. Department of Agriculture (USDA) Agricultural Marketing Service (AMS) today announced the 2023 fee schedule for official inspection and weighing services, supervision of official inspection and weighing services, and miscellaneous fees for other services performed under the U.S. Grain Standards Act.

Federal Grain Inspection Service (FGIS) is required to annually review its fees for service, including national and local tonnage, and supervision tonnage fees.

FGIS calculates its tonnage fees according to the regulations, such that provided tonnage fees will consist of the national tonnage and local tonnage fee. FGIS also reviews the amount of funds available in its operating reserve at the end of each fiscal year to ensure that it has 4.5 months of operating expenses, which is required by regulations.

In reviewing the operating reserve account at the end of FY 2022, FGIS assessed its program operating reserves to be $3,036,951. FGIS also assessed that an amount of $13,426,143 is required to ensure sufficient operating reserves. To help address the shortfall in operating reserves, FGIS is increasing all Schedule A fees by 5 percent for 2023 as required by the regulations.

Effective April 1, 2023, the FGIS Schedule A tonnage fees are as follows:

  • National Tonnage Fee:  $0.033 per metric ton (mt).
  • Local Tonnage Fees (which are the local field office per metric ton tonnage fee, plus the national tonnage fee):  New Orleans:  $0.055; League City:  $0.108; Pacific Northwest:  $0.158; Toledo:  $0.310

Effective April 1, 2023, the FGIS Schedule B supervision fee is  $0.003 per ton on domestic shipments officially inspected or weighed, including land carrier shipments to Canada and Mexico. This fee is assessed to delegated and designated official agencies and is based on calculations using the published formula in the regulations.

Additionally, FGIS has calculated the following miscellaneous grain fees:

  • Registration certificates and renewals – $347.50
  • Designation amendments – $522.50.

The notice for the new fee schedule was published in the Federal Register on March 29, 2023.
