WBSCM Information and Training  
Web Based Supply Chain Management (WBSCM)

 

 
WBSCM is a fully integrated, web-based ordering and procurement system. All federal food and commodity orders, solicitations, offers, awards, deliveries, invoices, and payments occur in WBSCM, and all business partners in the commodity program are required to use this system.

 

 
WBSCM Mission Statement: “To provide premier solutions to identify and fulfill the needs for food assistance, agricultural, and other programs at the U.S. Department of Agriculture and the U.S. Agency for International Development.”

 

 
According to the Paperwork Reduction Act of 1995, an agency may not conduct or sponsor, and a person is not required to respond to a collection of information unless it displays a valid OMB control number. The valid OMB control number for this information collection is 0581-0273. The time required to complete this information collection is estimated to average 15 minutes per response, including the time for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information.

 
Training Opportunities
USDA implemented a Technical Refresh (TR) to WBSCM on August 5, 2014. The TR effort does not significantly change WBSCM functionality; however, some parts of the system will be different. Please click on the above link to view the document used in the TR Vendor Training. Updated Work Instructions can be found under the Help tab in WBSCM. AMS will also be updating specific work instructions for the various functions; submitting offers, creating ASN, and Invoices, which can be found on this page.

 
On-line Training

 

 
The WBSCM external training (NTRN) site allows users to practice all functionalities of WBSCM in a controlled environment i.e., submitting offers, creating ASNs, and invoices. AMS encourages all new users to take advantage of this on-line training resource. The training site is only available from 12:00 pm Monday through 12:00 p.m. Friday (Eastern Time). To request access to the external training site, send an e-mail with your full name, e-mail address, and company name to wbscmamshelpdesk@ams.usda.gov. A new request must be submitted for each week the user wishes to practice in the training environment.

AMS provides USDA approved vendors opportunities to participate in LiveMeeting training sessions focusing on various topics, including: Submitting Offers, Advanced Shipping Notifications, Invoices and brief overview of the Corporate Vendor Administrator duties.
