Cattlemen’s Beef Board Federal Register History

    • January 14, 2005: Federal Register Exempting Organic Producers From Assessments by Research and Promotion Programs – to amend all 17 commodity research and promotion orders and/or rules and regulations to exempt any person receiving and handling solely 100 percent organic products from paying assessments to any research and promotion program administered by the Agricultural Marketing Service (AMS). To obtain an exemption, the person must operate under an approved organic system plan authorized by the National Organic Program (NOP) and produce and market only products that are eligible for a 100 percent organic label under the NOP. [70 FR 2744]. Effective February 14, 2005.
    • August 30, 2012: Federal Register Beef Promotion and Research Amendment to the Order – to expand the contracting authority of the Beef Order. This Final Rule changes the date requirement in the Order so that organizations that are otherwise qualified could be eligible to contract with the Beef Promotion Operating Committee for the implementation and conduct of Beef Checkoff programs if they have been active and ongoing for at least two years. [77 FR 52597]. Effective August 31, 2012.
    • May 13, 2019: Federal Register Beef Promotion and Research Amendments to Allow Redirection of State Assessments to the National Program – to amend the Soybean Promotion, Research, and Consumer Information Order (Soybean Order) and the Beef Promotion and Research Order (Beef Order) to add provisions allowing producers subject to these Orders to request, under certain circumstances, that their assessments paid to a State board or council authorized under their respective statutes, be redirected to the national program. [84 FR 20765]. Effective June 12, 2019.
    • June 17, 2020: Federal Register Beef Promotion and Research Debt Management – to establish the civil penalty for failure to remit any assessment or fee or for the violation of a program under the Beef Research and Information Act. [85 FR 36687]. Effective June 17, 2020.
    • May 17, 1990: Federal Register Beef Promotion and Research – to adjust representation on the Board to reflect changes in cattle inventories and cattle and beef imports that have occurred since the Board was appointed. These adjustments resulted in a decrease in Board membership from 113 to 111 and became effective with the Secretary’s 1990 appointments. [55 FR 20444]. Effective June 18, 1990.
    • March 9, 1993: Federal Register Beef Promotion and Research Reapportionment – to adjust representation on the Board to reflect changes in cattle inventories and cattle and beef imports that have occurred since the Board was reapportioned in 1990. These adjustments resulted in a decrease in Board membership from 111 to 107 and became effective with the Secretary’s 1993 appointments. [58 FR 12997]. Effective April 8, 1993.
    • December 4, 1995: Federal Register Beef Promotion and Research Reapportionment – to adjust representation on the Board to reflect changes in cattle inventories and cattle and beef imports that have occurred since the Board was reapportioned in 1993. These adjustments resulted in an increase in Board membership from 107 to 111 and became effective with the Secretary’s 1996 appointments. [60 FR 62019]. Effective January 3, 1996.
    • January 26, 1999: Federal Register Beef Promotion and Research Reapportionment – to adjust representation on the Board to reflect changes in cattle inventories and cattle and beef imports that have occurred since the Board was reapportioned in 1996. These adjustments resulted in a decrease in Board membership from 111 to 110 and became effective with the Secretary’s 2000 appointments. [64 FR 3814]. Effective March 29, 1999.
    • March 14, 2002: Federal Register Beef Promotion and Research Reapportionment – to adjust board representation from 110 to 108 members; reflective of changes in cattle inventories and cattle and beef imports that occurred since the most recent reapportionment in 1999. [67 FR 11411]. Effective April 15, 2002.
    • February 10, 2005: Federal Register Beef Promotion and Research Reapportionment – to adjust representation on the Board to reflect changes in cattle inventories and cattle and beef imports that have occurred since the Board was reapportioned in 2002. These adjustments resulted in a decrease in Board membership from 108 to 104 and became effective with the Secretary’s 2006 appointments. [70 FR 7004]. Effective February 10, 2005.
    • October 10, 2008: Federal Register Beef Promotion and Research Reapportionment – to adjust representation on the Board to reflect changes in cattle inventories and cattle and beef imports that have occurred since the Board was reapportioned in 2005. These adjustments resulted in a decrease in Board membership from 104 to 106 and became effective with the Secretary’s 2009 appointments. [73 FR 60097]. Effective October 11, 2008.
    • July 18, 2011: Federal Register Beef Promotion and Research Reapportionment – to adjust representation on the Cattlemen’s Beef Promotion and Research Board (Board), established under the Beef Promotion and Research Act of 1985 (Act), to reflect changes in cattle inventories and cattle and beef imports that have occurred since the most recent Board reapportionment rule became effective in October 2008. These adjustments resulted in a decrease in Board membership from 106 to 103, effective with the U.S. Department of Agriculture’s (USDA) appointments for terms beginning early in the year 2012. [76 FR 42012]. Effective July 19, 2011.
    • August 12, 2014: Federal Register Beef Promotion and Research Reapportionment – to adjust representation on the Cattlemen’s Beef Promotion and Research Board (Board), established under the Beef Promotion and Research Act of 1985 (Act), to reflect changes in cattle inventories as well as cattle and beef imports that have occurred since the most recent Board reapportionment rule became effective in July 2011. These resulted in a decrease in Board membership from 103 to 100, effective with the U.S. Department of Agriculture’s (USDA) appointments for terms beginning early in the year 2015. The rule also makes technical amendments to update and correct information in the Order and regulations. [79 FR 46961]. Effective August 13, 2014.
    • June 16, 2017: Federal Register Beef Promotion and Research Reapportionment – to adjust representation on the Cattlemen’s Beef Promotion and Research Board (Board), established under the Beef Promotion and Research Act of 1985 (Act), to reflect changes in domestic cattle inventories and changes in levels of imported cattle, beef, and beef products that have occurred since the last reapportioned the Board in July 2014. These adjustments resulted in a decrease in Board membership from 100 to 99, effective with the U.S. Department of Agriculture’s (USDA) appointments for terms beginning early in the year 2018. [82 FR 27611]. Effective July 17, 2017.
    • July 1, 2020: Federal Register Beef Promotion and Research Reapportionment – to adjust representation on the Cattlemen’s Beef Promotion and Research Board (Board), established under the Beef Promotion and Research Act of 1985 (Act), to reflect changes in domestic cattle inventories as well as changes in levels of imported cattle, beef, and beef products that have occurred since the Board was last reapportioned in July 2017. These adjustments resulted in an increase in Board membership from 99 to 101, effective with the Secretary of Agriculture’s (Secretary) appointments for terms beginning early in the year 2021. [85 FR 39461]. Effective July 31, 2020.
    • November 6, 2023: Federal Register Beef promotion and Research Reapportionment – to adjust representation on the Board to reflect changes in domestic cattle inventories as well as changes in levels of imported cattle, beef and beef products that have occurred since the Board was last reapportioned in July 2020.  This adjustment resulted in a decrease in Board membership from 101 to 99, effective with the Secretary’s appointments for terms beginning early in the year 2023.  [88 FR 76097].  Effective December 6, 2023.
    • December 29, 1988: Federal Register Beef Promotion and Research Interim Final Rule – to amend the Order to 1) change the Tariff Schedule of the U.S. numbers which identify imported cattle, beef, and beef products subject to assessments under the Order to conform with the new Harmonized Tariff System to be implemented by U.S. Customs Service, 2) expand the table concerning the assessment rates for imported cattle, beef, and beef products to include four new categories of edible meat offal of bovine animals, and 3) clarify the language pertaining to the expenses of the Cattlemen’s Beef Board. [53 FR 52628]. Effective January 1, 1989.
    • April 20, 1989: Federal Register Beef Promotion and Research – to adopt with some modifications the provision of the previous Interim Final Rule. [54 FR 15915]. Effective May 22, 1989.
    • July 5, 1989: Federal Register Beef Promotion and Research – to correct one figure in a table listing assessments for Beef and Beef products which appeared in the April 20, 1989 Federal Register. [54 FR 28019].
    • August 16, 2006: Federal Register Amendment to the Beef Promotion and Research Rules and Regulations – to reduce assessment levels for imported beef and beef products based on revised determinations of live animal equivalencies and to update and expand the Harmonized Tariff System numbers and categories, which identify imported live cattle, beef, and beef products to conform with recent updates in the numbers and categories used by U.S. Customs and Border Protection. [71 FR 47074]. Effective September 15, 2006.
    • May 30, 2017: Federal Register Beef Promotion and Research Rules and Regulations – to amend the Beef Order by adding six Harmonized Tariff Schedule codes for imported veal and veal products and updating assessment levels for imported veal and veal products based on revised determinations of live animal equivalencies. Also, AMS amended the definition of “Imported Beef or Beef products” by deleting its reference to tariff numbers that are no longer in use. [82 FR 24455]. Effective June 29, 2017.
    • January 8, 2020: Federal Register Beef Promotion and Research Rules and Regulations – to amend Beef Order by updating the Harmonized Tariff Schedule codes for imported cattle, beef, veal and beef product to conform with recent updates by U.S. International Trade Commission and used by U.S. Customs to assist in the collection of assessments. [85 FR 825]. Effective February 7, 2020.
    • January 24, 2020: Federal Register Beef Promotion and Research Rules and Regulations – to correct errors in rule document 2019-28058 beginning on page 825 in the issue of January 8, 2020 on table 2. [85 FR 4191].
