USDA Issues a Packers and Stockyards Complaint against Thomas Lee Tracy dba Twisted T. Livestock LLC

WASHINGTON, May 22, 2025 – The U.S. Department of Agriculture (USDA) issued a complaint against Thomas Lee Tracy dba Twisted T. Livestock LLC, of Frankfort, Ky., on Feb. 6, 2025, for alleged violations of the Packers and Stockyards (P&S) Act.

 

A USDA Agricultural Marketing Service investigation revealed Tracy failed to pay timely for 143 head of livestock, valued at $35,854 in November and December 2021. In addition, Tracy failed to pay for livestock and issued nonsufficient funds checks for his livestock purchases, still owing approximately $7,399.   

 

The P&S Act requires livestock dealers to issue full payment due for livestock by the close of the first business day following purchase and transfer of possession. Failure to issue payment timely for livestock purchases, and failure to issue full payment for livestock purchases are violations of the P&S Act and regulations.

 

The Secretary of Agriculture has authority under the P&S Act to act against violators, including issuing orders to cease and desist, suspending registrations, and applying other appropriate remedies as authorized by the Act.
