Washington, D.C., May 18, 2026 – On Jan. 8, 2026, the U.S. Department of Agriculture (USDA) filed a complaint against ADD Enterprises Inc, and Salvatore Anthony DiMaria of Pico Rivera, Calif., for alleged violations of the Packers and Stockyards (P&S) Act.
A USDA investigation revealed between August 2022 and August 2025, ADD Enterprises and DiMaria failed to pay $25,272,512 for livestock purchases, in violation of the P&S Act. The P&S Act requires regulated entities to issue full payment for livestock by the close of the first business day following the purchase and transfer of possession. The livestock sellers were notified of their right to file packer trust claims for the outstanding amounts owed to them for their livestock. As of the date of the complaint, however, the trust showed $24,293,660 remained unpaid.
In addition, between June 2024 and July 2024, ADD Enterprises and DiMaria failed to pay timely for 553 head of livestock purchased from multiple sellers in the amount of $1,186,980. Payments were issued between six and 25 days late, in violation of the P&S Act.
The Secretary of Agriculture has authority to take action against violators, including issuing cease and desist orders, suspending registrations, and imposing other remedies authorized by the P&S Act.
