SKIM MILK POWDER (SMP):  Skim milk powder markets and prices are generally 
steady.  Milk production is at seasonally low levels, thus no new powder is 
being generated at this time.  Traders and handlers indicate that international 
buyer interest is slow.  Many Oceania traders and dairy industry representatives 
continue to voice their displeasure with the U.S. and Europe and their export 
assistance programs that are in place at this time.
