WHOLE MILK POWDER (WMP):  European whole milk powder markets and prices are 
firm.  At the November 5 Dairy Management Committee, common export refunds for 
whole milk powder were reduced to zero.  Traders and handlers are stating that 
this is causing them to adjust to the new situation without any assistance.  For 
many, stocks are limited, thus new sales were minimal.  Traders state that a 
major buyer might be in the market place within the near future which will help 
establish where the current market might be.  Currently, buyers are resistant to 
the higher prices.
