SKIM MILK POWDER (SMP):  Skim milk powder markets and prices remain firm.  With 
the elimination of export refunds a few weeks ago, traders and handlers are 
adjusting to the new situation and reestablish marketing strategies.  In most 
instances, buyer interest is minimal, although traders are speculating that 
within the near future a significant buyer might return to the market place.  At 
that time, European traders and handlers state that they will have to see if and 
how they would be able to take part in the interest.
