Two methods:
- Freestanding legislation. Congress must pass a law specifically designed for an agricultural industry. The industry would then submit an order under this act.
Procedure:
Once an industry submits an order under either freestanding legislation or the Commodity Promotion, Research, and Information Act of 1996, AMS would review the documents, publish them in the Federal Register, and receive and review comments. Public meetings may be held to discuss the proposal.
