Create a National R&P Program

Two methods:

Freestanding legislation. Congress must pass a law specifically designed for an agricultural industry. The industry would then submit an order under this act.

Commodity Promotion, Research, and Information Act of 1996 (PDF). Under this act, an industry may submit a proposal for a new program to AMS, including justification of the program, an industry analysis, and a small business impact analysis. In addition, the industry would submit a proposed order.

Procedure:

Once an industry submits an order under either freestanding legislation or the Commodity Promotion, Research, and Information Act of 1996, AMS would review the documents, publish them in the Federal Register, and receive and review comments. Public meetings may be held to discuss the proposal.
