Q1: What is Country of Origin Labeling (COOL)?

 
A: On January 27, 2004, President Bush signed Public Law 108-199 which delays the implementation of mandatory COOL for all covered commodities except wild and farm-raised fish and shellfish until September 30, 2006. On November 10, 2005, President Bush signed Public Law 109-97, which delays the implementation for all covered commodities except wild and farm-raised and shellfish until September 30, 2008. As described in the legislation, program implementation is the responsibility of USDA's Agricultural Marketing Service.

A: Animals produced under a USDA PVP or QSA Program with a source verified claim may be identified as "Born and Raised in the U.S." Animals produced under a USDA PVP or QSA Program with a claim other than source verified may be identified as appropriate to the claim.

 
Q3: Does each location were animals move to or from need to be included in a USDA PVP or QSA Program?

 
A: No. The animals must be traceable to the farm/ranch of origin and records must support their movements and be available at each location.
