USDA's Annual Report to Congress on the National Dairy Promotion and Research Program and the National Fluid Milk Processor Promotion Program includes a description of activities for both the Dairy and Fluid Milk research and promotion programs. The report also includes an accounting of funds collected and spent, and an independent analysis of the effectiveness of both programs' advertising campaigns. The enabling legislation for both programs requires USDA to submit a report to the House Committee on Agriculture, and the Senate Committee on Agriculture, Nutrition, and Forestry.
