Third, since Federal milk order reform, large volumes of milk have shifted regulation among some orders and large volumes of previously unregulated milk from California have been associated with Federal milk orders. Finally, there were some changes in the classification of milk products that also were included in January 1, 2000, reform and consolidation noted above. While some FMO statistics for some markets remain comparable, one should keep in mind the issues discussed here in assessing the comparability of many FMO statistics.
